Refactor FluxSimulatorSettings.RelativePathParser to a more general class outside of the Simulator settings

FluxCapacitorSettings duplicates the inner class FluxSimulatorSettings.RelativePathParser. Extract to other package, and delegate calls from both Settings classes there.
