LPSolverLoader assumes that libraries in the destination folder are correct, if identical by name

LPSolverLoader.prepareLibraries(File targetDirectory) does not copy the bundled libraries to the destination directory if already equally named files are present.

Problems arise if the copy process in a run before got interrupted, and the files are corrupt.
